Griffin The Springfield delegation to the State Black Assembly has devised new strategies for maximum participation of the city's black population in organizing ward assemblies in each of Springfield's eight wards. Griffin, chairman of the Black Assembly delegation, said the purpose of new emphasis is to involve as many people as possible in the embryonic stages of organizing black political units. Zoning Board Denies Variance For 10 Lots LONGMEADOW The Zoning Board of Appeals yesterday denied three petitions of the Norman Cote Construction for variances concerning fron1age and area requirements for 10 lots on King Philip Drive. The lots all lie in the Residence A-1 zoning district which requires a frontage of no less than 125 feet for an interior lot and an area not less than 18.750 sq. ft. All 10 lots have less frontage and a smaller arca than required.

2781, entitled "'The Employes Protection Act." "We don't want the bill to die in committee," Glassanos said. "It's important to workers, unionized and nonunionized alike." The bill, which was COsponsored by Reps. John Coffey of West Springfield, Robert J. McGinn of Westfield, Alan D. Sisitsky of Springfield, and former Democratic Whip Paul Murphy of Boston, would be the first in the nation to guarantee industrial pensions, Glassanos said.

He said the bill had been adopted unanimously by the District England Conference of the lUE, as well as by the Pioneer Valley Council, AFL-CIO. According to Glassanos, the bill provides for accumulated pensions, whereby, if an employe worked five years with one company, and 10 years with a second, he would be entitled to 15 years pension credit. Glassanos said the bill. if it becomes law, would be a policing effort against "runaway companies that move out of one location and relocate, leaving many employes without pensions. The bill went into committee about three months ago, Glassanos said.

DiSanti Gets More Chief's Test Points Acting Fire Chief Angelo DiSanti is now eligible for: permanent promotion following a procedural change in the method of marking Civil Service tests. DiSanti, fourth on an established Civil Service list for the position of fire chief with a mark of 89.38, received an additional 1.80 points in his training and experience mark, pushing him into third place. The Fire Commission, the appointing authority, can select either the first, second or third man on the list, according to Civil Service requirements.

Deputy Fire Chief Raymond J. Boudet is first on the list, followed by Deputy Chief Rinaldo L. Santamaria, DiSanti and District Chief John Rosa, whom DiSanti replaced on the list. Mrs. Mabel Campbell, state Civil Service director, said the procedural change resulted in re-examination and rescoring of grades.

DiSanti, who has been turned down on three different tries for a new test, has an appeal pending in the Massachusetts Supreme Court. He alleges the Civil Service lost one of his test papers and that he did not receive a proper score. He further claims the court should order a new examination since his test paper was lost. DiSanti said he wasn't sure what he will do now and: would discuss the situation with his lawyer. He has been acting fire chief since April, 1971, but draws only his regular deputy chief's salary.

After that each ward assembly will elect members to: a "City Black Agenda," a power group to deal 1 with problems facing black residents of Springfield. According to Griffin, such a grass-roots approach would be a significant first, which he hopes will become a model for similar efforts in other cities. Originally, the delegation planned to hold city elections to the Agenda on July 22, but Griffin said the delegation decided on the ward assembly plan as the most "humanistic and functional way of creating an organization from within the people." Griffin said the organizing efforts in the wards began about three weeks ago, and should be completed within a month, depending on the amount of persons involved. Griffin said an important feature of the program is that wards will become organized at their own pace, without any attempt by the Assembly delegation to impose restrictions of time or previous commitments. The ultimate goals of the Agenda are to "educate and inform the community on the political ramifications and implications of their acts and deeds; to develop strategies overcome barriers that have kept blacks second-and third-class citizens; to evaluate and modify our programs progress as we go along, and to become actively involved in decisionmaking policies in the political and economical world of Springfield, including everything from education to welfare," Griffin said.

"We will be in control of our own destinies, and fully responsible for our failures and successes," Griffin said. Griffin said that organizing efforts in the wards would be on a "person-to-person" level. through such means as churches, clubs, and private organizations, without a great reliance on the media. The community reaction so far has been positive, according to Griffin. Griffin said the immediate goal is to establish a very strong base in the black community, consisting of people who can express their needs and make things happen on the city level.

Such persons, according to Griffin, are not necessarily the "old guard" leaders. "We're not aiming for exclusion of such groups as the Urban League, NAACP, or Springfield Action Commission. Actually, any duplication of efforts by them and us doesn't hurt," Griffin said. "However, we feel can provide mechanisms to make them more effective."
